Haha, that actually has a logical explanation. Some elevators are configured to not move when empty. This is done by weight, but the tolerances are often set such that they would not move for children either, so some tenants solution to their landlord not having this fixed is moving heavy stuff in the elevator to get the passenger weight above the threshold needed to transport a child.
